The speeds I get are fine, but on the repos, things are slow. Very slow. Usually >1kb/sec.

It does seem the repos have slowed down lately, say the last 3-4 months, but I don't have any hard data. Things "should" have sped up in the last year since indymedia.org sites aren't there anymore.
Anyway, if I complain to the ISP, they will (rightly) say "what's the traceroutes?" and what download speeds you are getting. I think we may have started that in another thread but i'm not sure.

I have mentioned the slow speed before and provided traceroute too (see below) and the best speeds that I get on my 8Mb connection is 105kbs from blag.

Things have only been slow for the last week at the most. I used to get upwards of 100K/sec (my max) prior to that. Things seem a bit better today, but I'll post my traceroute in any case.

As a follow-up, I hope I wasn't too hasty in blaming BLAG for being slow. It's probably a problem with crappy local service. Some other websites are slower than I'm used to and I heard similar things from others.
