I need to remap a key to generate another character or perform an action. In this case because often I hit F1 by mistake and this kicks in an extremely unhelpful RH help and takes the focus off what I am doing.
But it would be useful to be able to define "hotkeys" anyways. Say to open a particular program one uses often, like a gnome-terminal, or to run a script etc..
have tried xmodmap but am having difficulty with it...

Try:
Menu->Preferences->Keyboard Shortcuts
That will at least allow you to do some remapping of Help.
