No, it's a follow up to a previous announcement that said RedHat was going to pursue a commercial desktop product for sale.
Fedora is where RedHat server comes from, so you can bet it will be around.
It's just unlikely RedHat will pump any money into the desktop part of development.

That's just wrong. Read the above, they are still doing:
* Red Hat Enterprise Linux Desktop
* Red Hat Global Desktop (RHGD)
That will take lots of resources. Plus if you look at the changelogs of many desktop projects, a huge example being gnome, there are plenty of @redhat's there. They are doing lots on the desktop and will continue to do so.
