Could viacom be subject to some kind of class-action for the viewing massive amounts personal info?

I dunno about class actions, the UK is not as libelous as the USA. However Viacom say they want to assess the viewing habits of watchers, (sure, sure). Do peple watch as many "legal" videos and "non-legal" videos"?
