New wiki page: Installing programming languages

I just started on it and it's supposed to be a list of basic packages required to use particular programming languages and a small list of commonly used packages for development. Currently there's just Smalltalk and Tcl/Tk listed but I'm hoping to get some Python and PHP packages listed.

I think it's helpful to have something like this in one place because I know that I've had to Google around and read through a bunch of wikis in order to find packages before I could do anything useful in a programming language.

It's not meant to be a page listing tutorials or instructions for languages, just a quick short list of packages needed before you can program with them.
